Project PASS (Planning for ALL Students to Succeed)
This multi-governmental initiative's goals are to get all children ready for Kindergarten and on a pathway to reading by third grade. The strategy to achieve this goal is to strengthen teamwork with the sharing of information. A database tool has been created and is being used to capture and disseminate information to improve services provided to newborns to third grade students. The database provides data to help improve early childhood programming and the coordination of early childhood services.
Newborns are assigned K-12 student identification numbers (MARSS). These newborns receive their own digital personalized learning plans (PLP). The PLP is a state-of-the-art digital portfolio that makes available child specific information to parents, students, teachers, administrators, etc. http://www.student.ties.k12.mn.us/PLP.html
The following teams of service providers will enter service intervention data into the newborns' PLPs:
Hennepin County Human Services staff
City of Bloomington Public Health nurses and family support staff
Bloomington Public Schools (BPS) Early Childhood program staff
These teams will access the PLP data to coordinate services, improve communication among service providers, and track/target interventions.
Special attention will be paid to newborns living in poverty and who are English Learners. When the children reach pre-school age, they will be enrolled in Bloomington Public Schools' kinder prep program. The kinder prep staff will join the team of service providers entering data in the PLPs.
Results are being tracked to monitor progress and to achieve accountability in preparng these children to enter Kindergarten ready to learn and on a pathway to be reading at grade level by third grade.

After an intensive Strategic Planning process, the We Believe Alliance (WBA) confirmed its mission statement and refined its vision.
VISION
The WBA will be an organization that identifies projects focused on helping children read by third grade. These projects will have the following values--innovation, sustainability, scalability, and most important being results driven.
The WBA will help these projects achieve success by coalescing the WBA strategic partners to provide assistance and help secure needed funding.
MISSION
We Believe Alliance is a not-for-profit organization with a mission to unite the Bloomington community and its schools to help close the disparity and achievement gaps.
The Alliance of schools, government, business, faith and civic organizations, and community agencies is working together to integrate educational, social and economic reforms to create an environment in which the most effective teaching and student learning can occur.
World Record Recognition Program 
Goal:
To help all students thrive in today's rapidly changing world, communities must close the disparity and achievement gaps between students. A united community is better positioned with resources and focus to close these gaps. To unite a community often takes an extraordinary effort that achieves unprecedented results. Therefore, to recognize a community's outstanding unprecedented results, the WBA establishes the following world record recognition program.
